  • RECOMMENDATION

    THAT the Corporation of the City of White Rock Council adopt the June 26, 2023 Agenda as amended to:

    • Include the On Table submission from G. Gumley for Question and Answer Period; and
    • Remove Item 6.1.a (RCMP Integrated Teams Presentation) as they have noted they will attend in July; and 
    • Add On-Table version of Bylaw 2439 for Items 6.2h and 9.1.c.

Chief Superintendent Bruce Singer, Officer-in-Charge, Lower Mainland Integrated Teams, to provide a presentation on the RCMP Lower Mainland District (LMD) Integrated Teams.

Mike Mucha, Deputy Executive Director of GFOA to attend, via electronic means, to provide a presentation on a proposed new Enterprise Resource Planning (ERP) system for the City of White Rock.

  • RECOMMENDATION

    THAT Council receive the corporate report dated June 26, 2023, from the Director of Financial Services and the Chief Information Officer, titled “New Financial ERP System Background” for information and consideration related to the presentation to Council by Mike Mucha, Deputy Executive Director with the Government Finance Officers Association on June 26, 2023.

    THAT Council:

    1. Receive the written and verbal submissions regarding the 2022 Annual Report; and

The Director of Financial Services provided the On-Table a corporate report with full attachments titled "2022 Statement of Financial Information" on Friday, June 23, 2023 where at that time they were placed on City Website and forwarded to Council and staff.

    THAT Council:

    1. Receive for information the June 26, 2023, corporate report from the Director, Financial Services, titled “2022 Statement of Financial Information (SOFI);”
    2. Approve the 2022 Statement of Financial Information attached as Appendix A; and
    3. Authorize the Mayor to sign the document as approved on behalf of City Council.

  • RECOMMENDATION

    THAT Council:

    1. Receive the report dated June 26, 2023, from the Director of Engineering and Municipal Operations, titled “Solid Waste Update” for information;
    2. Consider revisions to Collection Removal, Disposal and Recycling of Solid Waste Bylaw No. 2084 to permit city collection of multi-family residential solid waste to include buildings of up to fifteen units with placement of garbage, recycling, and green waste to only occur at the curb and in residential containers; and
    3. Consider revisions to Collection Removal, Disposal and Recycling of Solid Waste Bylaw No. 2084 removing PART 9 – TRANSITIONAL PROVISIONS FOR MULTI-FAMILY AND ICI BUILDINGS that required that all city properties participate in city managed solid waste collection.

  • RECOMMENDATION

    THAT Council:

    1. Receive the report dated June 26, 2023, from the Director of Engineering & Municipal Operations, titled “Encroachment Update” for information.
    2. Endorse the concept that new minor low-level plantings and other uses providing community benefit be approved through a Road Alteration Permit (RAP) outlining conditions, details, maintenance, and termination.
    3. Endorse the concept that all new non minor encroachments be covered by encroachment agreements covering conditions, insurance requirements, maintenance, property rental and unilateral termination by the City. That property rental be set initially at $10 per square foot.
    4. Direct that the concepts discussed in this report are for new encroachments, encroachments related to development, or encroachments affecting projects.
    5. Direct that staff prepare, in consultation with the City Solicitor, bylaw changes for Council approval.

    THAT Council:

    2. Approve Council Policy 175 - Commemorative & Interpretive Signage (Appendix A) as circulated.

  • RECOMMENDATION

  • RECOMMENDATION #1

    THAT Council receive the corporate report dated June 26, 2023 from the Director of Planning and Development Services titled "1454 Oxford Street - Zoning Bylaw Correction".

  • RECOMMENDATION #2

    THAT Council direct staff to waive the Public Hearing requirement for proposed White Rock Zoning Bylaw, 2012, No. 2000, Amendment (CD-46 1454 Oxford Street) Bylaw, 2023, No. 2477".

Council Policy 174 - Public Art and Culture Advisory Committee Terms of Reference is being brought forward to provide additional clarity in the Committee membership section (noting the Committee will be composed of up to seven (7) voting members).

  • RECOMMENDATION

    THAT Council endorse the Public Art and Culture Terms of Reference Policy 174 as circulated.

Bylaw 2474 - A bylaw to amend the 2023 - 2027 Financial Plan to include carry forwards of budgeted but unspent items in 2022, carried over to 2023 as well as one-time operating expense items that are being funded by the prior year’s surplus.

  • RECOMMENDATION

    THAT Council give first, second and third reading to "White Rock Financial Plan (2023-2027) Bylaw 2458, Amendment No. 1, No. 2474".

Bylaw 2476 - A bylaw to amend the White Rock Collection, Removal, Disposal and Recycling of Solid Waste Bylaw 2015, No. 2084 to allow properties of up to 15 units to be eligible to receive city solid waste collection.


Note: This bylaw was the subject of a corporate report under Item 6.2.e

  • RECOMMENDATION

    THAT Council give first, second and third reading to "White Rock Collection, Removal, Disposal and Recycling of Solid Waste Bylaw 2015, No. 2084, Amendment No. 8, 2023 No. 2476".

Bylaw 2439 - A bylaw to amend the White Rock Zoning bylaw to rezone four properties from the "RS-1 One Unit Residential Zone" to the "Comprehensive Development Zone (CD) 68" to enable a proposed multi-unit residential project that consists of purpose-built rental and affordable housing apartments ranging from studios to 3-bedroom units to be built.

  • RECOMMENDATION #1

    THAT Council rescind 2nd and 3rd reading for bringing "White Rock Zoning Bylaw, 2012, No. 2000, Amendment (CD-68 - 14937 Thrift Avenue and 1441, 1443-45, 1465 Vidal Street) Bylaw, 2022, No. 2439;”

  • RECOMMENDATION #2

    THAT Council give 2nd reading as amended to "White Rock Zoning Bylaw, 2012, No. 2000, Amendment (CD-68 - 14937 Thrift Avenue and 1441, 1443-45, 1465 Vidal Street) Bylaw, 2022, No. 2439" as amended to include the following changes: 

    • The housing agreement would be amended from 12 years to 15 years; and
    • The Applicant would go further down for underground parking resulting in the 11 stalls now being provided.
  • RECOMMENDATION #3

    THAT Council direct staff to schedule a public hearing for "White Rock Zoning Bylaw, 2012, No. 2000, Amendment (CD-68 - 14937 Thrift Avenue and 1441, 1443-45, 1465 Vidal Street) Bylaw, 2022, No. 2439;"

  • RECOMMENDATION #4

    THAT Council direct staff to resolve the following issues before bringing "White Rock Zoning Bylaw, 2012, No. 2000, Amendment (CD-68 - 14937 Thrift Avenue and 1441, 1443-45, 1465 Vidal Street) Bylaw, 2022, No. 2439" back for consideration of final adoption:

      1. Submit an updated Landscape plans reflecting the parkade intake and exhaust shafts for the new P4 level located at the southwest corner and the northeast corner of the parkade;
      2. Ensure that all engineering requirements and issues, including road dedication and the execution of a Works and Servicing Agreement, are addressed to the satisfaction of the Director of Engineering and Municipal Operations;
      3. Ensure that all matters about tree protection and retention are addressed to the satisfaction of the Director of Planning and Development Services;
      4. Confirm that a tree protection covenant, if and as required, is registered on title to ensure the recommendations of the final Arborist Report, approved by the Director of Planning and Development Services and, more specifically, the City's Arboricultural Technician, are implemented and maintained through future demolition and construction activities;
      5. Complete the demolition of the existing buildings to the satisfaction of the Director of Planning and Development Services;
      6. Enter into a housing agreement with the City that secures the secure market rental and that 10% of the housing provided will be affordable housing;
      7. A statutory-right-of-way be registered on title regarding the community urban park space and;
      8. Enter into an agreement with the City that secures the additional parking measures recommended in F. Binnie & Associates Ltd. report (dated June 2nd, 2023) in Appendix C;
      9. Develop a Construction Management Plan for staff approval;
      10. Develop a Comprehensive Addressing Plan for staff approval.

Correspondence dated June 8, 2023 from Minister Adrian Dix, Ministry of Health, in response to the City's letter regarding the closure of Buena Vista Lodge. 

Correspondence dated June 16, 2023 from Mayor Horn, City of Mission, to the Honourable Mike Farnworth expressing concerns regarding the recent decision to reduce the role of Highway Patrol in responding to traffic collisions on numbered provincial highways.
