  • RECOMMENDATION

    THAT the Corporation of the City of White Rock Council adopt the agenda for its regular meeting scheduled for February 12, 2024 as circulated.

  • RECOMMENDATION

    THAT the Corporation of the City of White Rock Council adopt the
    January 29, 2024 Regular Council meeting minutes as circulated.

Members of the White Rock South Surrey Titans Minor Football U10 team to attend in recognition of their nearly undefeated season and their 2023 Vancouver Minor Football League (VMFL) and Provincial Championship win.

Question and Answer Period will be taking place both in person at the meeting, as well as electronically through email.

  • RECOMMENDATION

    THAT Council receive for information the correspondence submitted for Question and Answer Period by noon (12:00 p.m.) February 12, 2024, including “On-Table” information provided with staff responses that are available at the time.

Ashton Kerr and Andrea Robles, Green Teams of Canada, to attend to provide a presentation highlighting the community and environmental impacts in 2023 resulting from the City's partnership with Green Teams of Canada.

Corporate report dated February 12, 2024 from the Manager of Engineering titled "Speed and Traffic Calming Update".

  • RECOMMENDATION

    THAT Council

    1. Approve the speed and traffic calming project prioritization outlined herein; and
    2. Direct staff to process and proceed with project prioritization.

Corporate report dated February 12, 2024 from the Manager of Engineering titled "Contract Award - Johnston Road Phase 2".

  • RECOMMENDATION

    THAT Council:

    1. Approve the award of Johnston Road Phase 2 to Crown Contracting Ltd. in the amount of $3,061,979 (excluding GST) and allow a single lane of southbound traffic flow along Johnston Road between Russell Avenue and Thrift Avenue for the duration of construction;
    2. Approve the award of full-time engineering inspection and contract administration for Johnston Road Phase 2 to R.F. Binnie & Associates Ltd. in the amount of $185,000 (excluding GST) to bring the project to completion;
    3. Authorize the pre-approved contingency in the amount of $800,000 (approximately 25%) to support the project;
    4. Authorize staff to enter into an agreement with Crown Contracting Ltd. for the mid-block pedestrian activated crosswalk on Johnston Road, south of North Bluff Avenue, subject to the price being within the budget approved in the 2023 Financial Plan for this project; and
    5. Authorize the Director of Engineering and Municipal Operations to execute all contract documentation required for the project.

  • RECOMMENDATION

    THAT Council:

    1. Receive the February 12, 2024, corporate report from the Director of Financial Services, titled “Updated 2024 – 2028 Consolidated Financial Plan – Draft No. 2” for Council’s review, consideration, and discussion; and
    2. Direct staff to prepare the 2024 Financial Plan bylaw for the 2024 – 2028 Financial Plan for Council’s consideration at its next regular council meeting scheduled for February 26, 2024, for first, second, and third reading.

Corporate report dated February 12, 2024 from the Chief Administrative Officer titled "Community Hub Financial Analysis Options".

  • RECOMMENDATION

    THAT Council direct award of the proposal, from Urban Systems’ Land Economics Group, attached as Appendix A, to perform a Financial Analysis and development options for the Community Hub Development to be funded from the Community Hub Capital Reserve.

  • RECOMMENDATION

    THAT Council receive for information the following  committee meeting minutes as circulated:

    • Internal Community Hub Steering Committee - January 18, 2024; and
    • Housing Advisory Committee - January 30, 2024.

Note:  This recommendation was considered following a corporate report presented on this topic by the Chief Administrative Officer as Item 6.2.d.

  • RECOMMENDATION

    THAT Council approve award of the proposal from Urban Systems, to be funded from the Community Hub reserve.

  • RECOMMENDATION

    THAT Council endorse the following six (6) strategies to create a long-term affordable housing framework that forms the capacity to provide affordable housing in multiple ways:

    1. Use the City's regulatory tools to encourage a diverse mix of housing types;
    2. Incorporate Inclusionary Zoning in White Rock;
    3. Maximize use of City resources and financial tools;
    4. Facilitate and strengthen partnership opportunities;
    5. Build capacity with non-profit housing and service providers; and,
    6. Increase advocacy, awareness, and education roles.

Bylaw 2493 - A bylaw to amend the Collection, Removal, Disposal and Recycling of Solid Waste Bylaw in relation to collection hours (between
7:30 a.m. and 7:00 p.m.).  Bylaw 2493 received three readings on January 29, 2024 and is on the agenda for consideration of final reading at this time.


Note: This bylaw was adopted with a previous amendment at the January 15, 2024 Regular Council meeting. Following this meeting, a mistake was noticed on the bylaw, regarding collection hours. This amendment has been brought forward to correct the time to now be between 7:30 a.m. and
7:00 p.m.
(rather than from 7:00 a.m.).  

  • RECOMMENDATION

    THAT Council give final reading to "Collection, Removal, Disposal and Recycling of Solid Waste Bylaw 2015, No. 2084, Amendment No. 11, 2024, No. 2493".

    That Council directs staff to prepare a comprehensive report detailing the feasibility, costs, and maintenance requirements associated with the installation of an accessible mat at the Pier, including funding options, and refers this report to the Accessibility Committee for comments.
