We would like to recognize that we are standing/working/meeting on the traditional unceded territory of the Semiahmoo First Nation, and also wish to acknowledge the broader territory of the Coast Salish Peoples.

  • RECOMMENDATION

    THAT the Corporation of the City of White Rock Council adopt the agenda for its regular meeting scheduled for September 11, 2023 as circulated.

  • RECOMMENDATION

    THAT the Corporation of the City of White Rock adopt the following meeting minutes as circulated:

    • Regular Council, July 24, 2023; 
    • Public Hearing, July 24, 2023 (Bylaw 2439 - 14937 Thrift Avenue and 1441, 1443-45, 1465 Vidal Street); and
    • Special Council, August 14, 2023.

Question and Answer Period will be taking place both in person at the meeting, as well as electronically through email.

Note: there are to be no questions or comments on a matter that will be the subject of a public hearing (time between the public hearing and final consideration of the bylaw).  Bylaw No. 2439 (CD-68 14937 Thrift Avenue and 1441, 1443 - 45, 1465 Vidal Street) received third reading at the July 24, 2023 regular Council meeting and would not be able to be a topic to be discussed at this time.  

  • RECOMMENDATION

    THAT Council receive for information the correspondence submitted for Question and Answer Period by noon (12:00 p.m.) September 11, 2023, including “On-Table” information provided with staff responses that are available at the time.

Ryan Lachance to attend to discuss accessibility issues, as well as ideas to improve the arts and performances in White Rock.

Kevin Dack to attend to discuss parking rates in White Rock.

Corporate report dated September 11, 2023 from the Director of Financial Services titled "Draft Business Travel and Expense Policy".

  • RECOMMENDATION

    THAT Council:

    1. Receive for information the September 11, 2023, corporate report from the Director, Financial Services, titled “Draft Business Travel and Expense Policy”; and

    2. Endorse and approve Finance policy # 325, Business Travel and Expense (Appendix A).

  • RECOMMENDATION

    THAT Council:

    1. Receive for information the corporate report dated September 11, 2023, from the Director of Financial Services, titled “Updated Investment Policy” for consideration; and

    2. Endorse and approve Finance policy # 310, Investment Policy (Appendix A).

  • RECOMMENDATION

    THAT Council receive for information the corporate report dated September 11, 2023, from the Director of Financial Services, titled “2024 Permissive Tax Exemptions” for approval, consideration to give three readings, and once the public notice requirements have been met, for adoption by Council.

Corporate report from the Director of Planning and Development Services dated September 11, 2023 titled "Response to Metro Vancouver’s Referral: Land Use Designation Amendment to Metro 2050 Proposed by the Township of Langley – 23699 and 23737 Fraser Highway".

  • RECOMMENDATION

    THAT Council:

    1. Receive for information the corporate report dated September 11, 2023, from the Director of Planning and Development Services, titled “Response to Metro Vancouver’s Referral: Land Use Designation Amendment to Metro 2050 Proposed by the Township of Langley – 23699 and 23737 Fraser Highway” for consideration; and,
    2. Authorize the Director of Corporate Administration to respond to the Metro Vancouver Board stating that the City does not object to the proposed amendment request by the Township of Langley to the Regional Growth Strategy, and by sending Council commentary and any applicable resolution along with this corporate report as a response to the Metro Vancouver Board request for comment.

    2.   • RECOMMENDATION

    THAT Council  receive the corporate report dated September 11, 2023, from the Director of Planning & Development Services, titled "City Road Allowance Sale - 910 Dolphin Street".  

Corporate report dated September 11, 2023 from the Director of Planning and Development Services titled "White Rock City Wide Parking Strategy Review".

  • RECOMMENDATION

    THAT Council:

    1. Receive the corporate report dated September 11, 2023, from the Director of Planning and Development Services, titled “White Rock City-Wide Parking Strategy Review” for consideration; and
    2. Direct staff to report back having prioritized the recommendations of the report based on Council strategic priorities and on opportunities for policy improvements.

Corporate report dated September 11, 2023 from the Director of Engineering and Municipal Operations titled "Contract Award - RCMP Exterior Improvements".

  • RECOMMENDATION

    THAT Council:

    1. Receive the corporate report dated September 11, 2023, from the Director of Engineering and Municipal Operations, titled “Contract Award – RCMP Exterior Improvements";
    2. Approve a transfer of $398K from the Capital Works Reserve to Capital Project 68630
    3. Approve the award of RCMP Exterior Improvements Contract to Wesbrook Construction Ltd. in the amount of $477,051.24 (excluding GST);
    4. Authorize pre-approved contingency in the amount of $100,000 (approximately 20%) to support the project; and
    5. Authorize the Director of Engineering and Municipal Operations to execute all contract documentation required for the project.

  • RECOMMENDATION

    THAT Council receive for information the following  committee meeting minutes as circulated:

    • Public Art and Culture Advisory Committee - August 9, 2023
  • RECOMMENDATION

    THAT Council approve the City celebrating the 40th anniversary of the Whale Wall with a heritage designation ceremony on Sunday, September 29, 2024, with the inclusion of community activities to accompany the event.

Council Policy 103 provides guidelines directing policy's to the Governance and Legislation Committee and the Finance and Audit Committee. As these Committees are no in longer place, Council is recommended to rescind the policy.

  • RECOMMENDATION

    THAT Council rescind Policy 103 - Council Policy Development.

Council Policy 132 outlines the process for the communication of council decisions through FaceBook Live. This was done through the COVID-19 pandemic and is no longer being utilized.

The following policies are in relation to previous Select Committee Terms of Reference, as this Council has not re-established these specific committees the polices on are on the agenda to be rescinded.  As Council establishes any new committees a new Terms of Reference will be provided for consideration in order to ensure the specific mandate is addressed.


Note:  Council may adopt each recommendation as noted in the agenda to rescind the noted Terms of Reference for non-established select committees noted in Items 8.3.a - 8.3.i or this can also be done one (1) motion for Items 8.3.a - 8.3.i.

Bylaw 2477 - A bylaw to amend the White Rock Zoning Bylaw to allow for a change in the number of units in Building B (from 43 to 125 units) at 1454 Oxford Street. The OCP and Zoning Amendment for this property were adopted by Council in 2017. 


Council waived the option to hold a new public hearing at their June 26, 2023 Regular Council meeting, motion 2023-273, notice of this and September 11th being the date for consideration of 1st , 2nd and 3rd reading has been conducted.

  • RECOMMENDATION #1

    THAT Council give first and second reading to "White Rock Zoning Bylaw 2012, No. 2000, Amendment (CD-46 1454 Oxford Street) Bylaw, 2023 No. 2477".

  • RECOMMENDATION #2

    THAT Council give third reading to "White Rock Zoning Bylaw 2012, No. 2000, Amendment (CD-46 1454 Oxford Street) Bylaw, 2023 No. 2477".

  • RECOMMENDATION #3

    THAT Council direct staff to resolve the following issues before bringing “White Rock Zoning Bylaw, 2012, No. 2000, Amendment (CD-46 – 1454 Oxford Street) Bylaw, 2023, No. 2477" back for consideration of final adoption:

    • Ensure that all engineering requirements and issues, to the satisfaction of the Director of Engineering and Municipal Operations;
    • Council acknowledges and accepts the negotiated voluntary community amenity contribution concerning the change in units in Building B, 43 units to 125 units at 1454 Oxford Street, in the amount of $2.5 million.

Bylaw 2471 - A bylaw to amend the 2021-2024 Permissive Tax Exemption White Rock Business Improvement Association Bylaw to grant a four (4) year municipal property tax exemption in respect of the leased property with improvements. This amendment addresses a typo in the original bylaw stating this would be granted for three (3) years.

  • RECOMMENDATION

    THAT Council gives first, second and third reading to "2021 - 2024 Permissive Tax Exemption White Rock Business Improvement Association Bylaw 2020, No. 2356, Amendment No. 1, 2023 No. 2471".

Bylaw 2469 - A bylaw to provide an exemption from municipal property taxes under section 224 of the Community Charter.


Note: This bylaw was the subject of a corporate report under Item 6.2.c

  • RECOMMENDATION

    THAT Council give first, second and third reading to the "2024-2025 Permissive Tax Exemptions Centre for Active Living Bylaw 2023, No. 2469".

Bylaw 2468 - A bylaw to provide an exemption from municipal property taxes under section 224 of the Community Charter.

  • RECOMMENDATION

    THAT Council give first, second and third reading to the "2024-2031 Permissive Tax Exemption White Rock Lawn Bowling Club Bylaw 2023, No. 2468".

Bylaw 2470 - A bylaw to close and remove the highway dedication and to dispose of a portion of road at Dolphin Street and Victoria Avenue.

  • RECOMMENDATION #1

    THAT Council give first, second and third reading to "Road Closure and Highway Dedication Removal Bylaw (910 Dolphin Street), 2023, No. 2470"

  • RECOMMENDATION #2

    THAT Council direct staff to prepare and issue the necessary public notices in accordance with the Community Charter.

Letter dated July 20, 2023 from D. Weidendorf, Regional Publisher, the Peace Arch News, requesting Council support for local news media following the passage of Bill C-18, the Online News Act.
