  • RECOMMENDATION

    THAT the Corporation of the City of White Rock Council adopt the agenda for its regular meeting scheduled for March 11, 2024 as circulated.

    THAT the Corporation of the City of White Rock Council adopt the
    February 26, 2024 Regular Council meeting minutes as circulated.

Grant Turnbull, Board Chair, and Stephanie Beck, Executive Director, Peace Arch Hospital Foundation, to attend to provide an update on strategic projects for Peace Arch Hospital. 

Scott Keddy, 3 Dogs Brewing and The Beer Shack, to attend to request an extension to outdoor patio hours in the uptown area to match the hours for outdoor patios down at the waterfront.

Corporate report dated March 11, 2024, from the Director of Recreation and Culture titled "Night Market by the Pier".

  • RECOMMENDATION

    THAT Council receive for information the corporate report dated
    March 11, 2024, from the Director of Recreation and Culture, titled “Night Market by the Pier” sharing additional information received from the organizer that it received from local businesses regarding the new event approved by Council.

Corporate report dated March 11, 2024, from the Director of Recreation and Culture titled "Uptown Music Festival".

  • RECOMMENDATION

    THAT Council approve the new proposed “Uptown Music Festival” as a C Category Event organized by the White Rock Business Improvement Association.

Corporate report dated March 11, 2024, from the Manager of Engineering titled "Contract Award - Fire Hall Interior Renovations".

  • RECOMMENDATION

    THAT Council:

    1. Receive the corporate report dated March 11, 2024, from the Manager of Engineering, titled “Contract Award – Fire Hall Interior Renovations;”
    2. Approve additional funding of $150,000 in 2024 for this project in advance of final adoption of the 2024 Consolidated Five-Year Financial Plan;
    3. Approve additional funding of $122,000 through a budget reallocation from capital contingency to support the project;
    4. Approve award of the Fire Hall Interior Renovations to Wesbrook Construction Ltd. in the amount of $277,848 (excluding GST);
    5. Preauthorize an additional $38,779 to support the dispatch speaker scope;
    6. Approve award of construction management and contract administration to Dialog BC Architectural in the amount of $20,480 (excluding GST); and
    7. Authorize the Director of Engineering and Municipal Operations to execute all contract documentation required for the project to proceed.

Corporate report dated March 11, 2024, from the Director of Financial Services titled "Grants-in-Aid Policy Review".

  • RECOMMENDATION

    THAT Council receive the March 11, 2024, corporate report from the Director of Financial Services, titled “Grants-in-Aid Policy Review” and endorse and approve the updates to Finance Policy # 302, Grants-in-Aid (Appendix A).

  • RECOMMENDATION

    THAT Council receive for information the following committee meeting minutes as circulated:

    • Housing Advisory Committee - February 21, 2024.
  • RECOMMENDATION

    THAT Council direct staff to review the process to streamline the development application process for affordable housing within the Planning Procedures Bylaw.

Bylaw 2497 - A bylaw to amend the Street and Traffic Bylaw, 1999, No. 1529. Bylaw 2497 received three (3) readings on February 26, 2024, and is on the agenda for consideration of final reading at this time.

  • RECOMMENDATION

    THAT Council give final reading to Street and Traffic Bylaw Amendment Bylaw No. 2024, 2497.

Bylaw 2498 - A bylaw to amend the Ticketing for Bylaw Offences Bylaw in regard to Schedule B10 - Street and Traffic Fines.


Bylaw 2498 received three (3) readings on February 26, 2024. Following this, an error was found within the bylaw which has now been corrected (noted in red on page 54). Bylaw 2498 is on the agenda for Council's consideration to rescind its initial three (3) readings and to provide a new first, second and third reading at this time.

  • RECOMMENDATION #1

    THAT Council rescind first, second and third reading of Ticketing for Bylaw Offences Bylaw, 1999, No. 1529 Amendment No. 1, 2024 No. 2498.

  • RECOMMENDATION #2

    THAT Council give first, second, and third reading to Ticketing for Bylaw Offences Bylaw, 2011, No. 1929, Amendment Bylaw, 2024 No. 2498.

Bylaw 2494 - A bylaw to amend the "2024 Fees and Charges Bylaw" in regard to Schedule B - shoring/ underpinning fees. Bylaw 2494 received three (3) readings on February 26, 2024, and is on the agenda for consideration of final reading at this time.

  • RECOMMENDATION

    THAT Council give final reading to "2024 Fees and Charges Bylaw, 2023, 2480 Amendment No. 1, 2024, No. 2494".

Bylaw 2496 - A bylaw to adopt a financial plan for 2024 to 2028. Bylaw 2496 received three (3) readings on February 26, 2024, and is on the agenda for consideration of final reading at this time.

  • RECOMMENDATION

    THAT Council give final reading to White Rock Financial Plan (2024-2028) Bylaw, 2024, No. 2496.
