We would like to recognize that we are standing/working/meeting on the traditional unceded territory of the Semiahmoo First Nation, and also wish to acknowledge the broader territory of the Coast Salish Peoples.

  • RECOMMENDATION

    THAT the Corporation of the City of White Rock Council adopt the agenda for its regular meeting scheduled for May 15, 2023 as circulated.

  • RECOMMENDATION

    THAT the Corporation of the City of White Rock Council adopt the following meeting minutes as circulated:

    • May 1, 2023 Regular Council Meeting; and 
    • May 1, 2023 Public Hearing (Application for a Liquor Primary Licence at 15165 Russell Avenue (LL 22-035) - 15165 Russell Avenue).

The Regular Meeting will recess in order to consider a Public Hearing regarding the following proposed bylaw:

  • Bylaw 2467 - White Rock Zoning Bylaw, 2012, No. 2000, Amendment (CD-46 - 1454 Oxford Street) Bylaw, 2023, No. 2467

The Regular meeting will reconvene following the adjournment or conclusion of the Public Hearing.

  • RECOMMENDATION

    THAT Council:

    1. Postpone the May 15, 2023 Regular Council meeting at this time until the adjournment or conclusion of the Public Hearing for the following:
      • Bylaw 2467 - White Rock Zoning Bylaw, 2012, No. 2000, Amendment (CD 46 - 1454 Oxford Street) Bylaw, 2023, No. 2467; and,
    2. Directly following the Public Hearing the Regular Council will be reconvened in the City's Council Chambers.

     

Question and Answer Period will be taking place both in person at the meeting, as well as electronically through email. 


If you wish to have your question submitted electronically you may forward questions and comments to Mayor and Council by emailing [email protected] with Question and Answer Period noted in the subject line.


As of 8:30 a.m., May 10, 2023, there were no Question and Answer period submissions received.

  • RECOMMENDATION

    THAT Council receive for information the correspondence submitted for Question and Answer Period by 12:00 p.m. (noon), May 15, 2023,  including “On-Table” information provided with staff responses that are available at the time.

Corporate report dated May 15, 2023 from the Director of Recreation and Culture titled "Firefighters Charity Beer and Wine Garden Application".

  • RECOMMENDATION

    THAT Council:

    1. Receive for information the corporate report dated May 15, 2023, from the Director Recreation and Culture, titled “Firefighter Charity Beer and Wine Garden Application” for consideration; and
    2. Approve the request for a beer and wine garden for the White Rock Firefighter Charity Association’s Pickleball Tournament at Centennial Park from 10:00 a.m. to 3:00 p.m. at the Centennial Park Lacrosse Box on Friday, June 2, 2023.

Corporate report dated May 15, 2023 from the Director of Recreation and Culture titled "Public Art and Culture Advisory Committee".

  • RECOMMENDATION

    THAT Council:

    1. Receives the May 15, 2023 corporate report from the Director of Recreation and Culture titled "Terms of Reference for Council Policy 174 - Public Art and Culture Advisory Committee"; and
    2. Approves Council Policy 174 - Public Art and Culture Advisory Committee Terms of Reference.  
  • RECOMMENDATION

    THAT Council appoint:

    • Councillor Partridge as Chairperson; and
    • Councillor Klassen as Vice-Chairperson

    for the Public Art and Culture Advisory Committee for the 2023-2024 (December 31, 2024) term.

Corporate report dated May 15, 2023 from the Director of Planning and Development Services titled "Housing Advisory Committee - Terms of Reference Update".

  • RECOMMENDATION

    THAT Council:

    1. Receives the May 15, 2023 corporate report from the Director of Planning and Development Services titled "Terms of Reference for Council Policy 164 - Housing Advisory Committee"; and
    2. Approves Council Policy 164 - Housing Advisory Committee Terms of Reference.
  • RECOMMENDATION

    THAT Council appoint:

    • Councillor Cheung as Chairperson; and
    • Councillor Chesney as Vice-Chairperson

    for the Housing Advisory Committee for the 2023-2024 (December 31, 2024) term.

Corporate report dated May 15, 2023 from the Director of Financial Services titled "General Grants-in-Aid 2023".

  • RECOMMENDATION

    THAT Council:

    1. Receive the May 15, 2023, corporate report from the Director of Financial Services, titled “General Grants-in-Aid 2023” for consideration; and

    2. Direct staff on the allocation of the 2023 General Grants-in-Aid funding available.

    THAT Council:

    1. Receives the May 15, 2023, corporate report from the Director of Recreation & Culture, titled “Grants-In-Aid Culture” for consideration; and

Corporate report dated May 15, 2023 from the Director of Engineering and Municipal Operations titled "Accessible Parking Spaces South of Marine Drive - Oxford Street to White Rock Museum & Archives".

  • RECOMMENDATION

    THAT Council:

    1. Receive the report dated May 15, 2023, from the Director of Engineering & Municipal Operations, titled “Accessible Parking Spaces South of Marine Drive – Oxford Street to White Rock Museum & Archives” for information; and

    2. Consider and endorse the interim and permanent parking lot painting plans described in this report.

Corporate report dated May 15, 2023 from the Director of Planning and Development Services titled "Intermunicipal Ride-Hailing Business Licencing Program".

  • RECOMMENDATION

    THAT Council:

    1. Receive for information the corporate report dated May 15, 2023 entitled "Intermunicipal Ride-Hailing Business Licencing Program;" and
    2. Direct the Director of Corporate Administration to give public notice on the City's website at www.whiterockcity.ca from May 16, 2023 and June 12, 2023, of the proposed "White Rock Inter-Municipal TNS Business Licence Agreement Bylaw, 2023, No. 2472," "White Rock Inter-Municipal TNS Business Licence Bylaw, 2023, No. 2473" if the Bylaws are given readings, and to provide an opportunity to persons who consider that they are affected by the proposed bylaws to make representations to Council.

  • RECOMMENDATION

    THAT Council receive for information the corporate report dated May 15, 2023, from the Director of Planning and Development Services, titled " 14937 Thrift Avenue and 1441, 1443-45, and 1465 Vidal Street - Zoning Amendment - Height Change."

Corporate report dated May 15, 2023 from the Director of Planning and Development Services titled "Waterfront Business Employee Parking Designation".

  • RECOMMENDATION

    THAT Council:

    1. Receive for information the corporate reported dated May 15, 2023, from the Director of Planning and Development Services, titled “Waterfront Business Employee Parking Designation;” and

       

    2. Direct staff to proceed with the status quo management of the 4th level of the West Beach Parkade.

Bylaw 2439 - A bylaw to accommodate a modified proposal from a 4-story building to a 6-story building by adding 2 additional floors. Bylaw 2439 received the initial readings July 25, 2022.

  • RECOMMENDATION #1

    THAT Council rescind 2nd and 3rd reading for bringing "White Rock Zoning Bylaw, 2012, No. 2000, Amendment (CD-68- 14937 Thrift Avenue and 1441, 1443-45, 1465 Vidal Street) Bylaw, 2022, No. 2439".

  • RECOMMENDATION #2

    THAT Council give second reading to "White Rock Zoning Bylaw, 2012, No. 2000, Amendment (CD-68- 14937 Thrift Avenue and 1441, 1443-45, 1465 Vidal Street) Bylaw, 2022, No. 2439" as amended.

  • RECOMMENDATION #3

    THAT Council direct staff to schedule a public hearing for "White Rock Zoning Bylaw, 2012, No. 2000, Amendment (CD-68- 14937 Thrift Avenue and 1441, 1443-45, 1465 Vidal Street) Bylaw, 2022, No. 2439".

  • RECOMMENDATION #4

    THAT Council direct staff to resolve the following issues before bringing "White Rock Zoning Bylaw, 2012, No. 2000, Amendment (CD-68- 14937 Thrift Avenue and 1441, 1443-45, 1465 Vidal Street) Bylaw, 2022, No. 2439" back for consideration of final adoption:

    1. Ensure that all engineering requirements and issues, including road dedication and the execution of a Works and Servicing Agreement, are addressed to the satisfaction of the Director of Engineering and Municipal Operations;
    2. Ensure that all matters about tree protection and retention are addressed to the satisfaction of the Director of Planning and Development Services;
    3. Confirm that a tree protection covenant, if and as required, is registered on title to ensure the recommendations of the final Arborist Report, approved by the Director of Planning and Development Services and, more specifically, the City's Arboricultural Technician, are implemented and maintained through future demolition and construction activities; 
    4. Complete the demolition of the existing buildings to the satisfaction of the Director of Planning and Development Services;
    5. Enter into a housing agreement with the City that secures the secure market rental and that 10% of the housing provided will be affordable housing;
    6. A statutory-right-of-way be registered on title regarding the community urban park space; and
    7. Enter into an agreement with the City that secures the additional parking measures recommended in R.F. Binne & Associates Ltd. report (dated April 26, 2023) in Appendix c.

     

Bylaw 2435 - A bylaw to  amend the "White Rock Zoning Bylaw, 2012, No. 2000" to allow for a multi-building development at 15074, 15724/28/38/48/58/70 North Bluff Road. Bylaw 2435 received a new second reading (as amended) and the public hearing was waived on April 17th. 


In accordance with section 464(2) and 467 of the Local Government Act Notice of Waiver of a Public Hearing was advertised in the May 4th and 11th editions of the Peace Arch News and 93 notices were mailed out to owners and occupants within 100 meters of the subject property.

  • RECOMMENDATION

    THAT Council give third reading to "White Rock Zoning Bylaw, 2012, No. 2000, Amendment (CD Zone 67 - 15704, 15724/28/38/48/58/70 North Bluff Road) Bylaw, 2022, No. 2435" as amended / presented.

Bylaw 2451 - A bylaw to amend the White Rock Zoning Bylaw to allow for the construction of a duplex at 15495 Oxenham Avenue.


Bylaw 2451 had first and second reading on January 30, 2023 and was the subject of a Public Hearing on April 17th. It is on the agenda for consideration of third reading.

  • RECOMMENDATION

    THAT Council give third reading to “White Rock Zoning Bylaw, 2012, No. 2000, Amendment (RS-1 Zone to RT-1 Zone, 15495 Oxenham Avenue) Bylaw, 2022, No. 2451."

Bylaw 2472 - A bylaw to enter into an agreement among the Participating Municipalities regarding an Inter-municipal Transportation Network Services Business Licence Scheme.


Note: This bylaw was the subject of a Corporate Report under Item 6.2.g

  • RECOMMENDATION

    THAT Council give first, second and third reading to "White Rock Inter-Municipal TNS Business Licence Agreement Bylaw, 2023, No. 2472."

Bylaw 2473 - A bylaw to permit transportation network services to operate across jurisdictional boundaries thereby minimizing the need to obtain a separate municipal business licence in each jurisdiction.

  • RECOMMENDATION

    THAT Council give first, second and third reading to "White Rock Inter-Municipal TNS Business Licence Bylaw, 2023, No. 2473."
