  • RECOMMENDATION

    THAT the Corporation of the City of White Rock Council adopt the agenda for its regular meeting scheduled for June 12, 2023 as circulated.

  • RECOMMENDATION

    THAT the Corporation of the City of White Rock Council adopt the following meeting minutes:

    • May 15, 2023 Regular Council Meeting; and
    • May 15, 2023 Public Hearing (Bylaw 2467 - 1454 Oxford Street).

Corporate report dated June 12, 2023 from the Director of Financial Services titled "Audit Findings Report for the Year Ended December 31, 2022".

  • RECOMMENDATION

    THAT Council receive the corporate report dated June 12, 2023, from the Director, Financial Services, titled “Audit Findings Report for the Year Ended December 31, 2022”.

Corporate report dated June 12, 2023 from the Director of Financial Services titled "Draft 2022 Audited Financial Statements".

  • RECOMMENDATION

    THAT Council:

    1. Receive the June 12, 2023, Corporate report titled “Draft 2022 Audited Financial Statements” from the Director, Financial Services;

       

    2. Accept the Draft 2022 Audited Financial Statements, which have been included in Appendix A, as “approved”; and,

       

    3. Direct the Mayor and Director, Financial Services, to sign the Statement of Financial Position contained within the Draft 2022 Audited Financial Statements and forward the complete audited financial statements to the province.

Corporate report dated June 12, 2023 from the Director of Financial Services titled "City of White Rock - Growing Communities Fund Grant".

  • RECOMMENDATION

    THAT Council:

    1. Receive the June 12, 2023, Corporate Report from the Director, Financial Services, titled “City of White Rock – Growing Communities Fund Grant;’ and

    2. Direct staff to allocate the $5.7M Growing Communities Fund grant funding as follows, and subject to eligibility approval from the province:

      1. $2M to affordable housing;
      2. $2M to the Community Hub; and
      3. the balance of $1.7M to the Pier Restoration.

Corporate report dated June 12, 2023 from the Director of Planning and Development Services titled "Initial Review of 14990 North Bluff and the Land Use Plan for the North Bluff Corridor Study".

  • RECOMMENDATION

    THAT Council:

    1. Receive for information the corporate report dated June 12, 2023, from the Director of Planning and Development Services, titled ";”
    2. Direct staff to develop a scope of work and cost estimate for the Land Use Plan for the North Bluff Corridor Study and bring it forward for Council approval;
    3. Direct staff to reach out to the City of Surrey to form a joint planning working group for the North Bluff Corridor Study and the Semiahmoo Town Centre to ensure there is collaboration and a joint land use planning effort;
    4. Direct staff to process the OCP amendment application at 14990 North Bluff Road concurrently with the Land Use Plan - North Bluff Corridor Study; and
    5. Direct staff to require the Applicant to submit a Tenant Relocation Plan in accordance with the City’s Tenant Relocation Policy 514 within 2 weeks following this meeting for review and preliminary approval.

Corporate report dated June 12, 2023 from the Director of Planning and Development Services titled "Response to Land Use Designation Amendment to Metro 2050 Township of Langley - Gloucester Industrial Park".

  • RECOMMENDATION

    THAT Council:

    1. Receive for information the corporate report dated June 12, 2023 from the Director of Planning and Development Services titled “Response to Land Use Designation Amendment to Metro 2050 Township of Langley – Gloucester Industrial Park;” and

    2. Authorize the Director of Corporate Administration to respond to the Metro Vancouver Board stating that the City does not object to the proposed amendment request by the Township of Langley to the Regional Growth Strategy, and by sending any applicable Council resolution along with this corporate report as a response to the Metro Vancouver Board request for comment.

Corporate report dated June 12, 2023 from the Director of Recreation and Culture titled "BIA Request for Beer Gardens at East Beach Concerts at the Pier".

  • RECOMMENDATION

    THAT Council:

    Receive for information the corporate report dated June 12, 2023, from the Director of Recreation & Culture, titled “BIA Request for Beer Gardens at East Beach Concerts at the Pier”; and 

    Approve the White Rock Business Improvement Association’s (BIA) request to operate a beer gardens hosted by the White Rock Beach Beer Company at two “Concerts at the Pier” events on:

    • Thursday, July 20, 2023, from 6:00 p.m. - 10:00 p.m. at the East Beach parking lot, east of Grand Chief Bernard Robert Charles Memorial Plaza; and

    • Thursday, August 24, 2023, from 6:00 p.m. - 10:00 p.m. at the East Beach parking lot, east of Grand Chief Bernard Robert Charles Memorial Plaza.

Corporate report dated June 12, 2023 from the Director of Recreation and Culture titled "Baseball Training Facility Operating License Agreement".

  • RECOMMENDATION

    THAT Council:

    1. Endorse the terms of the Baseball Training Facility Operating License Agreement; and,
    2. Authorize the Chief Administrative Officer and the Director of Recreation and Culture to execute the Baseball Training Facility Operating License Agreement.

The Public Art and Culture Advisory Committee Terms of Reference was endorsed by Council on May 15, 2023. An amendment is being brought forward so that staff can make recommendations to Council on potential candidates. 

  • RECOMMENDATION

    THAT Council endorse the Public Art and Culture Terms of Reference Policy 174 as presented.

The Housing Advisory Committee Terms of Reference was endorsed by Council on May 15, 2023. An amendment is being brought forward so that staff can make recommendations to Council on potential candidates. 

  • RECOMMENDATION

    THAT Council endorse the Housing Advisory Committee Terms of Reference Policy 164 as presented.

An opportunity for public input through written submissions (questions/comments) has been made available to the public. Notice was published on the City website from May 16, 2023 to June 12, 2023. 


No submissions were received as of 8:30 a.m. on Wednesday, June 7, 2023 (agenda publication day)


Submissions received up to 12:00 p.m. (noon) on Monday, June 12, 2023 will be presented to Council On Table at the Regular meeting.

Bylaw 2472 - A bylaw to enter into an agreement among the participating municipalities regarding an Inter-municipal Transportation Network Services Business Licence Scheme. Bylaw 2472 received first, second and third reading on May 15, 2023 and is on the agenda for consideration of final reading at this time.

  • RECOMMENDATION

    THAT Council give final reading to "White Rock Inter-Municipal TNS Business Licence Agreement Bylaw, 2023, No. 2472".

Bylaw 2473 - A bylaw to permit transportation network services to operate across jurisdictional boundaries thereby minimizing the need to obtain a separate municipal business licence in each jurisdiction. Bylaw 2473 received first, second and third reading on May 15, 2023 and is on the agenda for consideration of final reading at this time.

  • RECOMMENDATION

    THAT Council give final reading to "White Rock Inter-Municipal TNS Business Licence Bylaw, 2023, No. 2473".

Bylaw 2467 - A bylaw to amend the White Rock Zoning Bylaw to allow for a change in the number of units in Building B (from 43 to 125 units) at 1454 Oxford Street. The OCP and Zoning Amendment for this property were adopted by Council in 2017. 


Bylaw 2467 received first and second reading on April 17, 2023, and was the subject of a public hearing on May 15, 2023. Bylaw 2467 is on the agenda for further consideration at this time.  


Note:  It was found there was an error on the amended bylaw, under the Intent and not within the body, that received initial readings on April 17, 2023 in regard to the new units.  There is no amendment from what was advertised for the public hearing that was held on May 15, 2023 or what was summarized about the bylaw however under the Intent it was not amended correctly and noted a total of a 121-unit residential development (not including the information from Building A). 

The correct number of units for both buildings A and B and what the bylaw encompasses is a 203-unit residential development and the bylaw attached reflects this change within Schedule 2.  

  • RECOMMENDATION #1

    THAT Council rescind second reading of "Zoning Bylaw, 2012, No. 2000, Amendment (CD-46 – 1454 Oxford Street) Bylaw, 2023, No. 2467".

  • RECOMMENDATION

    THAT Council give second reading to Zoning Bylaw, 2012, No. 2000, Amendment (CD-46 – 1454 Oxford Street) Bylaw, 2023, No. 2467" as circulated and amended.  

  • RECOMMENDATION

    THAT Council direct staff to waive the public hearing in regard to "Zoning Bylaw, 2012, No. 2000, Amendment (CD-46 – 1454 Oxford Street) Bylaw, 2023, No. 2467" and to notify the public of the decision by providing two notices published in a local newspaper and notify property owners within 100 meters of the subject property.

  • RECOMMENDATION

    THAT Council receive correspondence item(s) 10.1 a - 10.1 b as circulated. 

Correspondence dated May 9, 2023, to the Honourable Ravi Kahlon, Minister of Housing, from the District of Coldstream to inform of their concerns in regard to the Homes for People Action Plan.  

Correspondence dated May 25, 2023 from the City of Richmond asking for support and requesting that a letter be sent to the Province asking to reform the BC Utilities Commission and enact legislation to regulate greenhouse gas emissions from gas utilities in BC.

Councillor Klassen requested the following be brought forward for consideration at this time:  

  • RECOMMENDATION

    WHEREAS given the many challenges facing small "brick and mortar" businesses, including the often financially devastating impact that an increase in rent causes when a lease expires

    WHEREAS small businesses could plan ahead for operational impacts if they had foreknowledge of future rent increases  
     

    THEREFORE BE IT RESOLVED that the province be requested to establish a rental limit increase on commercially zoned properties similar to the rental increase limitation(s) that govern residential rental properties.
