  • RECOMMENDATION

    THAT the Corporation of the City of White Rock Council adopt the agenda for its regular meeting scheduled for April 27, 2026 as circulated.

  • RECOMMENDATION

    THAT the Corporation of the City of White Rock adopt the April 20, 2026 Special Council meeting minutes as circulated.

Corporate report dated April 27, 2026. from the Director of Recreation and Culture titled "Street Banner Program 2026-2028". 

  • RECOMMENDATION

    THAT Council:

    1. Receive for information the April 27, 2026, report from the Director of Recreation and Culture, titled “Street Banner Program 2026-2028”; and
    2. Endorse the recommendation(s) of the Public Art and Culture Committee and Art Selection Panel as outlined within the report and shown on Appendix A (Selected Community Art Banners).

Corporate report dated April 27, 2026, from the Director of Recreation and Culture titled "All-Weather White Rock Pickleball Feasibility Needs Assessment / Feasibility Study".

  • RECOMMENDATION

    THAT Council receive for information, the corporate report dated April 27, 2026, from the Director of Recreation and Culture, titled “All Weather Pickleball Facility Needs Assessment/Feasibility Study;” and

    1. ​Approve an All-Weather White Rock Pickleball Facility Needs Assessment/Feasibility Study to evaluate the need, feasibility, and potential locations for an all-weather pickleball facility within the City of White Rock; and  
    2. ​Approve $10,000 to co-fund the All-Weather White Rock Pickleball Facility Needs Assessment/Feasibility Study with the White Rock Pickleball Association.

Corporate report dated April 27, 2026, from the Director of Engineering and Municipal Operations, titled "Hogg Park - Proposed Community Garden".

  • RECOMMENDATION

    THAT Council receive the Corporate Report dated April 27, 2026, from the Director of Engineering & Municipal Operations, titled “Hogg Park – Proposed Community Garden” and provide direction to staff to:

    1. Continue the status quo of maintaining the Centennial Park Community Garden as the City’s only community garden; OR
    2. Proceed with development of a Hogg Park Community Garden subject to first determining a $40K source of grant funding; OR
    3. Obtain quotes for development of a Hogg Park Community Garden based upon funding approval of $40K from the 2026 capital contingency.

Corporate report dated April 27, 2026, from the Director, Planning and Development Services, titled "Consideration of Staff-Delegated Application for Brewery Licence Amendment for 3 Dogs Brewing Ltd. - 107-15181 Thrift Avenue (LL 25-017)."

  • RECOMMENDATION

    THAT Council:

    1. Receive a copy of the April 27, 2026, corporate report from the Director of Planning and Development Services titled “Consideration of Staff-Delegated Application for Brewery Licence Amendment for 3 Dogs Brewing Ltd. - 107-15181 Thrift Avenue (LL 25-017);” and
    2. Consider the options listed in this report related to the LL 25-017 application and provide direction to staff regarding this application.

  • RECOMMENDATION

    THAT Council:

    1. Receive the Corporate Report dated April 27, 2026, from the Director of Planning and Development Services, titled “Bill 16 (Density Bonus Provision) Related and House Keeping Amendments to Zoning Bylaw - White Rock Zoning Bylaw, 2024, No. 2506, Amendment No. 19, 2026, No. 2578;”
    2. Rescind Council Policy 511: Density Bonus / Amenity Contribution;
    3. Direct staff to advertise that Council intends to waive the Public Hearing requirement in accordance with Section 464(2) and 467 of the Local Government Act for “White Rock Zoning Bylaw, 2024, No. 2506, Amendment No. 19, 2026, No. 2578;” and
    4. Direct staff to bring to Council for consideration of first, second and third reading to “White Rock Zoning Bylaw, 2024, No. 2506, Amendment No. 19, 2026, No. 2578” following fulfilment of the public notification requirement for waiving the public hearing.

  • RECOMMENDATION

    THAT Council:

    1. Receive for information the corporate report dated April 27, 2026, from the Director of Planning and Development Services, titled “Consideration of Temporary Use Permit Application – 991 Stayte Road (TUP 26-001);”
    2. Direct staff to notify residents that Temporary Use Permit No. 26-001 will be considered at the Council meeting scheduled for May 11, 2026; and
    3. Following the public notification period, consider for approval Temporary Use Permit No. 26-001 for 991 Stayte Road, at the May 11, 2026, Council meeting.

Corporate report dated April 27, 2026 from the Director of Planning and Development Services, titled "Response to Letter from Acting Assistant Deputy Minister, Ministry of Housing and Municipal Affairs, regarding the Legislated Official Community Plan Update".

  • RECOMMENDATION

    THAT Council:

    1. Receive the April 27, 2026, corporate report from the Director of Planning and Development Services, titled “Response to Letter from Acting Assistant Deputy Minister, Ministry of Housing and Municipal Affairs, Regarding the Legislated Official Community Plan Update” and,
    2. Provide direction to staff on how to proceed given the options listed in this corporate report.

  • RECOMMENDATION

    THAT Council:

    1. Receive the corporate report dated April 27, 2026, from the Director of Financial Services and the Director of Engineering & Municipal Operations, titled “2025 Capital Project Budget Carryovers into 2026,” and
    2. Direct staff to include the 2025 capital project budget carryover amounts in the 2026-2030 Financial Plan.

Corporate report dated April 27, 2026, from the Director of Financial Services and the Senior Project Manager, Community Hub, titled "Estimated 2025 General Fund Operating Surplus and Allocation".

  • RECOMMENDATION

    THAT Council:

    1. Receive the April 27, 2026, corporate report from the Director of Financial Services and the Senior Project Manager of the Community Hub, titled “Estimated 2025 General Fund Operating Surplus and Allocation;” and
    2. Direct staff to distribute the balance of the estimated Uncommitted General Fund Surplus to the Community Hub Reserve Fund.

  • RECOMMENDATION

    THAT Council receive the April 27, 2026, corporate report from the Director of Financial Services, titled “City of White Rock Annual Property Tax Rates Bylaw 2026, No. 2581” and give first, second, and third readings to the Annual Property Tax Rates Bylaw, 2026, No. 2581.

  • RECOMMENDATION

    THAT Council receive for information the following  committee meeting minutes as circulated:

    • Economic Development and Marine Drive Revitalization Advisory Committee - April 2, 2026;
    • Public Art and Culture Advisory Committee - April 8, 2026; and,
    • Housing Advisory Committee - April 15, 2026.
  • RECOMMENDATION

    THAT Council direct staff to create a Priority Review Policy for affordable housing projects.

  • RECOMMENDATION

    THAT Council approve the topic of Light Pollution from Homes and High-Rises be deferred for consideration by the future Committee in the upcoming term.

Bylaw 2581 - A bylaw for the levying of rates on lands and improvements and to provide for the payment of taxes and user fees for the year 2026. This bylaw reflects an average property tax increase of 5.04% over 2025 rates.


Note: Bylaw 2581 was the subject of a corporate report under item 6.2.i

  • RECOMMENDATION

    THAT Council gives first, second and third reading to "City of White Rock Annual Property Tax Rates Bylaw, 2026, No. 2581".

Bylaw 2580 - A bylaw to amend the 2026 Fees and Charges Bylaw in relation to Schedule "I" - Centennial Park Leisure Centre Outdoor Fees, to add in a charge for pickleball courts. Bylaw 2580 received three (3) readings on April 13, 2026, and is on the agenda for consideration of final reading.

  • RECOMMENDATION

    THAT Council give final reading to "2026 Fees and Charges Bylaw, 2025, No. 2554, Amendment No. 1, 2026, No. 2580".

Bylaw 2540 - A bylaw to amend the “Development Cost Charges Bylaw 2015, No. 2112” as amended, to reflect new authorities contained in Bill 46, Housing Statutes (Development Financing) Amendment Act, 4th Session, 42nd Parliament (2023).


Bylaw 2540 received first reading on June 9, 2025, and second and third reading on February 23, 2026. Statutory Approval of the Bylaw was provided from the Deputy Inspector of Municipalities, Ministry of Housing and Municipal Affairs, on April 13, 2026.


Bylaw 2540 is on the agenda for consideration of final reading. 

  • RECOMMENDATION

    THAT Council gives final reading to "White Rock Development Cost Charges Bylaw, 2015, No. 2112, Amendment No. 1, 2025, No. 2540".

Correspondence dated April 14, 2026 from Patricia Wilson, MS Canada Ambassador, requesting support for the annual MS (Multiple Sclerosis) Awareness Month of May in Canada, as well as for World MS Day on May 30th. 


The MS Canada flag will be flown on the City Hall flagpolefor the month of May in honour of MS Awareness Month, in accordance with City Policy 167, and the White Rock Pier lights will be lit up on May 30th in honour of World MS Day, in accordance with City Policy 168.

Correspondence dated April 1, 2026 from Amanda McNally, Peace Arch Hospice Society, requesting that the City of White Rock acknowledge May as National Hospice Month. 

Correspondence dated April 17, 2026 from the Assistant Deputy Minister, Population and Public Health Division, advising that the BC Association of Farmer's Markets will be continuing delivery in 2026 with the Farmer's Market Nutrition Coupon Program.
