  • RECOMMENDATION

    THAT the Corporation of the City of White Rock Council adopt the agenda for its regular meeting scheduled for May 26, 2025 as circulated.

  • RECOMMENDATION

    THAT the Corporation of the City of White Rock Council adopt the meeting minutes of May 12, 2025 as circulated.

Question and Answer Period will be taking place in person at the meeting.


Note: there are to be no questions or comments on a matter that will be the subject of a public hearing (time between the public hearing and final consideration of the bylaw).

Corporate report dated May 26, 2025 from the Manager, Engineering, titled "Street and Traffic Bylaw Amendments - Truck Definition Harmonization".


Note: Bylaw 2545 is on the agenda for consideration of staff recommended first, second and third reading under Item 9.1.a. 

  • RECOMMENDATION

    THAT Council receive for information the May 26, 2025, corporate report from the Manager of Engineering, titled “Street and Traffic Bylaw Amendments -Truck Definition Harmonization”.

Corporate report from the Director of Recreation and Culture dated May 26, 2025 titled "West Beach Parkade and Balsam Street Comfort Station Mural Concepts".  

  • RECOMMENDATION

    THAT Council:

    1. Endorse the concept design for the West Beach Parkade as selected by the Art Selection Panel and recommended by the Public Art and Culture Advisory Committee;
    2. Recommend that Staff award the contract for West Beach Parkade to David Camisa;
    3. Provide direction to staff on the preferred concept design for Balsam Street Comfort Station; and
    4. Direct Staff to award the contract to the preferred artist for the Balsam Street Comfort Station.
  • RECOMMENDATION

    THAT Council receive for information the following  committee meeting minutes as circulated:

    • Public Art and Culture Advisory Committee - May 14, 2025; and,
    • Internal Community Hub Steering Committee - May 15, 2025.

Note: The Committee recommendations regarding the following topic were addressed through a corporate report considered earlier in the meeting under Item 6.2.b:

  • West Beach Parkade and Balsam Street Comfort Station Mural Concepts.

Bylaw 2545 - A bylaw to amend the "Street and Traffic Bylaw," as amended, in regard to truck definition in regional harmonization under the guidance of the regional Commercial Vehicle Working Group.


Note: Bylaw 2545 was the subject of a corporate report under Item 6.2.a.

  • RECOMMENDATION

    THAT Council give first, second, and third reading to "Street and Traffic Bylaw, 1999, No. 1529, Amendment No.11, 2025, No. 2545".

With the resignation of Councillor Klassen an amendment to the Deputy Mayor rotation is required:  

  • RECOMMENDATION

    THAT Council approve the following amended schedule for the role of Deputy Mayor for the remainder 2025 as follows:  

    • Councillor Partridge - July 2 - August 31
    • Councillor Chesney - September 1 - October 31
    • Newly appointed Council person - November 1 - December 31

Councillor Trevelyan put forward the following motion for consideration at this time:


Note: Bills 13, 14, and 15 relate to infrastructure projects and streamlining permitting processes, particularly for renewable energy and other designated projects.

  • RECOMMENDATION

    That White Rock City Council sends a formal letter to the Government of British Columbia expressing concerns to proposed Bills 13, 14 and 15, as we believe they may represent an overextension of provincial authority and power in the office of the Premier.
