  • RECOMMENDATION

    THAT the Corporation of the City of White Rock Council adopt the agenda for its regular meeting scheduled for February 26, 2024 as circulated.

  • RECOMMENDATION

    THAT the Corporation of the City of White Rock Council adopt the
    February 12, 2024 Regular Council meeting minutes as circulated.

Corporate report dated February 26, 2024, from the Manager, Engineering, titled "Bylaw Updates to Support Low-Level Planting and Minor Encroachments on City Boulevard".


Note: Bylaws 2497, 2498 and 2494 are on the agenda for review and consideration of first, second and third readings under items 9.1.a
(page 53), 9.1.b (page 61) and 9.1.c (page 65).

  • RECOMMENDATION

    THAT Council receive the February 26, 2024, corporate report from the Manager of Engineering, titled “Bylaw Updates to Support Low-Level Planting and Minor Encroachments on City Boulevard” for review and consideration of the bylaws under Agenda Item 9.

Corporate report dated February 26, 2024, from the Director of Recreation and Culture titled "Johnston Road and Thrift Avenue Public Art".

  • RECOMMENDATION

    THAT Council approve the concept design for the Johnston Road and Thrift Avenue Public Art recommended by the Public Art and Culture Advisory Committee as outlined in this corporate report.

Corporate report dated February 26, 2024 from the Director of Recreation and Culture titled "Funding Request for White Rock P'Quals Promenade Sculptures Competition". 

  • RECOMMENDATION

    THAT Council endorse the following recommendations of the Public Art and Culture Advisory Committee:

    1. Decline the request for funding support as outlined in the White Rock Events Society’s White Rock P’Quals Promenade Sculptures Competition proposal as presented to the Public Art and Culture Committee on January 11, 2024;
    2. Endorse Option 4: Explore Other Operating Models, as presented in the White Rock P'Quals Promenade Sculptures Competition on-table document; and,
    3. Authorize staff to negotiate with the White Rock Events Society and/or the artists to retain as many of the sculptures still at the waterfront as possible, for an additional year, to be funded from the Public Art Fund, up to a maximum of $8000.

Note:  The Committee recommendations regarding the following topics were addressed through corporate reports considered earlier in the meeting under Items 6.2.b and 6.2.c:

  • Johnston Road and Thrift Avenue Public Art (6.2.b); and 
  • Funding Request from White Rock P'Quals Promenade Sculptures Competition (6.2.c).
  • RECOMMENDATION

    THAT Council receive for information the following committee meeting minutes as circulated:

    • Public Art and Culture Advisory Committee, February 15, 2024
  • RECOMMENDATION

    THAT Council:

    1. Endorse the proposed Street Banner Program, as presented by the Manager of Cultural Development and amended to incorporate feedback from the Committee; 
    2. Authorize the release of funds from the Public Art and Placemaking budget, up to an amount of $10,000; and,
    3. Direct staff to proceed with banner design Option Three (3), as presented in the proposed Street Banner Program presentation.
  • RECOMMENDATION

    THAT Council:

    1. Approve the following priority spaces for inclusion of placemaking/public art installations within the Johnston Road Phase 2 Project: crosswalks, cement benches/sidewalk pavement, and lamp posts, subject to input from the Engineering department; and,
    2. Approve Ocean/Sea as the placemaking/public art installation theme for the project; and,
    3. Authorize the release of funds from the Public Art & Placemaking budget up to an amount of $30,000.

Bylaw 2497 - A bylaw to amend the Street and Traffic Bylaw, 1999, No. 1529.


Note:  This bylaw has been brought forward in regard to the corporate report received earlier titled "Bylaw Updates to Support Low-Level Planting and Minor Encroachments on City Boulevard" under Item 6.2.a.

  • RECOMMENDATION

    THAT Council give first, second and third reading to Street and Traffic Bylaw Amendment Bylaw No. 2024, 2497.

Bylaw 2498 - A bylaw to amend the Ticketing for Bylaw Offences Bylaw in regard to Schedule B10 - Street and Traffic Fines.


Note:  This bylaw has been brought forward in regard to the corporate report received earlier titled "Bylaw Updates to Support Low-Level Planting and Minor Encroachments on City Boulevard" under Item 6.2.a.

  • RECOMMENDATION

    THAT Council give first, second and third reading to Ticketing for Bylaw Offences Bylaw, 1999, No. 1529 Amendment No. 1, 2024 No. 2498.

Bylaw 2494 - A bylaw to amend the "2024 Fees and Charges Bylaw" in regard to Schedule B - shoring/ underpinning fees.


Note:  This bylaw has been brought forward in regard to the corporate report received earlier titled "Bylaw Updates to Support Low-Level Planting and Minor Encroachments on City Boulevard" under Item 6.2.a.

  • RECOMMENDATION

    THAT Council give first, second and third reading to "2024 Fees and Charges Bylaw, 2023, 2480 Amendment No. 1, 2024, No. 2494".

Bylaw 2496 - A bylaw to adopt a financial plan for 2024 to 2028.


Note:  In accordance with motion 2024-047 from the February 12, 2024 regular Council meeting, Council received a corporate report titled "Updated 2024-2028 Consolidated Financial Plan - Draft No. 2" and directed staff to prepare the 2024 Financial Plan bylaw for review at this time.  

  • RECOMMENDATION

    THAT Council give first, second and third reading to White Rock Financial Plan (2024-2028) Bylaw, 2024, No. 2496.

    That Council direct staff to prepare a report considering the inclusion of 2 am -5 am park hours of operations within the City’s Parks bylaw.
