We would like to recognize that we are standing/working/meeting on the traditional unceded territory of the Semiahmoo First Nation, and also wish to acknowledge the broader territory of the Coast Salish Peoples.

  • RECOMMENDATION

    THAT the Corporation of the City of White Rock Council adopt the agenda for its regular meeting scheduled for July 10, 2023 as circulated.

  • RECOMMENDATION

    THAT the Corporation of the City of White Rock adopt the June 26, 2023 Regular Council meeting minutes as circulated.

The Regular Meeting will recess in order to consider a Public Meeting regarding the following proposed application:

  • Development Variance Permit No. 453 for 15661 Roper Avenue

The Regular meeting will reconvene following the adjournment or conclusion of the Public Meeting.

  • RECOMMENDATION

    THAT Council:

    1. Postpone the July 10, 2023 Regular Council meeting at this time until the adjournment or conclusion of the Public Meeting for Development Variance Permit 453: and,
    2. Directly following the Public Meeting the Regular Council will be reconvened in the City's Council Chambers.

Question and Answer Period will be taking place both in person at the meeting, as well as electronically through email.

As of 8:30 a.m., July 5, 2023, there were no Question and Answer period submissions received.

  • RECOMMENDATION

    THAT Council receive for information the correspondence submitted for Question and Answer Period by noon (12:00 p.m.) July 10, 2023, including “On-Table” information provided with staff responses that are available at the time.

Cheryl Lightowlers to attend to discuss the lack of location for the coming season for a day and night extreme weather shelter.

  • RECOMMENDATION

    THAT Council receive for information the corporate report dated July 10, 2023 from the Director of Planning and Development Services titled "2023/23 Daytime Warming Centre Summary". 

Corporate report dated July 10, 2023 from the Director of Planning and Development Services titled "Federal Housing Accelerator Fund Application Requirements and Recommended Process".

  • RECOMMENDATION

    THAT Council receive for information the corporate report dated July 10, 2023, from the Director of Planning & Development Services, titled “Federal Housing Accelerator Fund Application Requirements and Recommended Process” for consideration; and

    1. Approve the allocation of $15,000 from the Operating Contingency to retain the services of a consultant to assist in the preparation of an application to the Housing Accelerator Fund; and
    2. Direct staff to prepare an Action Plan for Council approval, with recommendations on seven actions the City could commit to in support of an application to the Housing Accelerator Fund; and
    3. Direct staff to identify which strategic and departmental priorities are recommended to be paused in order to allocate resources to the Housing Accelerator Fund application, and subsequent processes.

Corporate report dated July 10, 2023 from the Director of Recreation and Culture titled "Summer Events - Request to Serve Liquor".

  • RECOMMENDATION

    THAT Council:

    1. Receive for information the corporate report dated July 10, 2023, from the Director of Recreation & Culture, titled “Summer Events – Request to Service Liquor” for consideration; and,
    2. Approve the event organizer’s request to serve liquor and have beer and wine gardens at their events:
      • Picnic on the Pier, presented by the Peace Arch Hospital Foundation - Thursday, August 10, 2023, from 4:00p.m.-10:00p.m. on the Pier.
      • Charcuterie on the Pier, presented by Sheila’s Catering – Saturday, September 2, 2023, from 4:00p.m. to 10:00p.m. on the Pier.
      • Craft Beer Festival, presented by the BIA – Saturday, September 23, 2023, 9:00a.m. to 7:00p.m.

     

Corporate report dated July 10, 2023 from the Director of Recreation and Cultural Services and the Manager of Communications and Government Relations titled "Commemorative Sign for Canadian Forces Snowbirds".

  • RECOMMENDATION

    THAT Council: 

    1. Receive the corporate report dated July 10, 2023, from the Manager of Communications & Government Relations and the Director of Recreation and Culture, titled “Commemorative Sign for Canadian Forces Snowbirds” for consideration; and
    2. Direct the installation of a commemorative sign on the promenade near the entrance to the pier to recognize White Rock’s longstanding relationship with the Canadian Forces Snowbirds Air Demonstration Team; and
    3. Approve $1,200 funding from the City’s contingency account to produce and install the Canadian Forces Snowbirds Air Demonstration Team commemorative sign.

  • RECOMMENDATION

    THAT Council receive for information the corporate report dated July 10, 2023, from the Director of Corporate Administration, titled “Council and Committee Procedure Bylaw Proposed Amendments” for consideration and direction to staff.

Bylaw 2475 - a bylaw to amend the Council and Committee Procedure bylaw in regard to Question and Answer Period where this item will be held in person and will provide an opportunity to ask questions or make comments in regard to items included on the current Council meeting agenda. This amendment also indicates the agendas be published on Thursdays to allow for a more thorough review by staff given the complexity and size of the agenda items.


Note:  Council motion 2023-285 adopted at the June 26, 2023 meeting directed staff to bring forward this amendment to the Council and Committee Procedure bylaw. Bylaw 2475 was also the subject of a corporate report under item 6.2.g.

  • RECOMMENDATION

    THAT Council give first, second and third reading to "Council and Committee Procedure Bylaw, 2021, No. 2393, Amendment No. 2, No. 2475".

Bylaw 2474 - A bylaw to amend the 2023 - 2027 Financial Plan to include carry forwards of budgeted but unspent items in 2022, carried over to 2023 as well as one-time operating expense items that are being funded by the prior year’s surplus.


Bylaw 2474 received first, second and third reading on June 26, 2023. It is on the agenda for consideration of final reading.


Note: Advertising for public written comments in relation to Bylaw 2474 was placed in the Peace Arch News June 29 and July 6, 2023


At the time of agenda publication (July 5) there were no submissions received. Submissions received before the deadline (12:00 p.m. [noon] on Monday, July 10, 2023) will be provided On Table.

  • RECOMMENDATION #1

    THAT Council receive and accept written submissions for the public comment process in regard to "White Rock Financial Plan (2023-2027)  Bylaw 2458, 2023, Amendment No. 2474".

  • RECOMMENDATION #2

    THAT Council give final reading to "White Rock Financial Plan (2023-2027) Bylaw 2458, Amendment No. 1, No. 2474".

Bylaw 2476 - A bylaw to amend the White Rock Collection, Removal, Disposal and Recycling of Solid Waste Bylaw 2015, No. 2084 to allow properties of up to 15 units to be eligible to receive city solid waste collection.


Bylaw 2476 received first, second and third reading on June 26, 2023 and is on the agenda for consideration of final reading.

  • RECOMMENDATION

    THAT Council give final reading to "White Rock Collection, Removal, Disposal and Recycling of Solid Waste Bylaw 2015, No. 2084, Amendment No. 8, 2023 No. 2476".

Bylaw 2365 - A bylaw to amend the "White Rock Zoning Bylaw, 2012, No. 2000" as amended to rezone the property from ‘RS-1 One Unit Residential Zone’ to ‘RT-1 Two Unit (Duplex) Residential Zone’ to allow for the construction of a duplex.  The project/ bylaw was given first and second reading at the November 9, 2020 Regular Council meeting. The public hearing was held February 1, 2021 and third reading was given on February 8, 2021. 


Bylaw 2365 is on the agenda for consideration of final reading at this time.

  • RECOMMENDATION

    THAT Council give final reading to “White Rock Zoning Bylaw, 2012, No. 2000, Amendment (RT-1 – 15570 Oxenham Avenue) Bylaw, 2020, No. 2365"

This Development Variance Permit (DVP) application seeks relief of 3.7 metres from the minimum exterior side yard setback requirement of 7.5 metres to enable the construction of a single-family house at 15661 Roper Avenue.


Note: This DVP was the subject of a Public Meeting held earlier in the evening, and a corporate report under item 6.2.d

  • RECOMMENDATION

    THAT Council approve the issuance of Development Variance Permit No. 453 - 15661 Roper Avenue. 

Note: Further action on the following correspondence items may be considered. Council may request that any item be brought forward for discussion, and may propose a motion of action on the matter.
