We would like to recognize that we are standing/working/meeting on the traditional unceded territory of the Semiahmoo First Nation, and also wish to acknowledge the broader territory of the Coast Salish Peoples.

  • RECOMMENDATION

    THAT the Corporation of the City of White Rock Council adopt the agenda for its regular meeting scheduled for September 25, 2023 as circulated.

  • RECOMMENDATION

    THAT the Corporation of the City of White Rock adopt the
    September 11, 2023 Regular Council meeting minutes as circulated.

  • RECOMMENDATION

    THAT Council receive for information the September 25, 2023, corporate report from the Director of Financial Services, titled “2023 Fees and Charges Bylaw, 2022, No. 2447, Amendment No. 2, 2023 No. 2479”.

Corporate report dated September 25, 2023 from the Director of Recreation and Culture titled "Electronic Sign Advertising at Centennial Park".


Note: Bylaw 2478 is on the agenda for consideration under Item 9.1.b

  • RECOMMENDATION

    THAT Council:

    1. Receive the corporate report dated September 25, 2023, from the Director of Recreation and Culture, titled “Electronic Sign Advertising at Centennial Park” for consideration; and
    2. Approve the key business terms of an agreement with Pattison Outdoor Advertising to become the sales agent for Centennial Park Electronic Sign advertising; and
    3. Authorize the Chief Administrative Officer and the Director, Recreation and Culture, to negotiate and execute the formal agreement for the advertising on the Centennial Park Electronic Sign with Pattison Outdoor Advertising.

    THAT Council receive for information the corporate report dated September 25, 2023, from the Director of Recreation and Culture, titled “Summer Children and Youth Program Update 2023.”

Corporate report dated September 25, 2023 from the Director of Planning and Development Services titled "Building Permit Application Processing Update Report".

  • RECOMMENDATION

    THAT Council receive the corporate report dated September 25, 2023, from the Director of Planning and Development Services, titled “Building Permit Application Processing Update Report” for information.

Corporate report dated September 25, 2023 from the Director of Engineering and Municipal Operations titled "Facilities Master Plan - Community Hub".

  • RECOMMENDATION

    THAT Council receive the corporate report dated September 11, 2023, from the Director of Engineering and Municipal Operations, titled “Facilities Master Plan – Community Hub” for consideration; and

    1. Endorse the asset repair and maintenance strategies outlined in the Facilities Master Plan for consideration as part of the 2024 Financial Plan process;
    2. Endorse the financial and conceptual work necessary to develop Council Strategic Priorities of Community and Housing & Land Use by moving forward with options for a Community Hub to replace the Evergreen Daycare, Library and City Hall and that this development work include investigation into the feasibility of incorporating civic services, with a seniors’ centre, affordable housing units, daycare space, an arts centre and market commercial-retail space as options; and
    3. Endorse an investigation into the sale of the Waterworks Yard on Buena Vista, housing the Waterworks Operation in expanded facilities at the Keil Street Works Yard, and using the net proceeds as a contribution towards a Community Hub.
  • RECOMMENDATION

    THAT Council receive for information the following  committee meeting minutes as circulated:

    • Public Art and Culture Advisory Committee - September 13, 2023
  • RECOMMENDATION

    THAT Council accept the gift of a lit bench from the Fraser Valley Real Estate Board.

The City of White Rock Flag Policy is proposed to be amended as follows:

  • Remove the flag-raising at City Hall for National Indigenous Peoples Day, as this is no longer necessary given the Semiahmoo First Nation flag now flies permanently at City Hall; and,

  • Adding to the annual schedule for half-masting: September 30 - National Day for Truth and Reconciliation. 

Note:  The proposed changes have been reflected on the policy in red as tracked changes

  • RECOMMENDATION

    THAT Council endorses Policy 167 - City of White Rock Flag Policy as circulated.

Bylaw 2479 - A bylaw to amend the schedule "N" of the 2023 Fees and Charges Bylaw in regard to parking services.


Note: Bylaw 2479 was the subject of a corporate report under item 6.2.a

  • RECOMMENDATION

    THAT Council give first, second and third reading to "2023 Fees and Charges Bylaw, 2022, No. 2447, Amendment No, 2, 2023, No. 2479".

Bylaw 2478 - A bylaw to amend the "White Rock Sign Bylaw in regard to third party signs.


Note: Bylaw 2478 was the subject of a corporate report under Item 6.2.b

  • RECOMMENDATION

    THAT Council gives first, second and third reading to "White Rock Sign Bylaw , 2010, No. 1923, Amendment No. 7, Bylaw, 2023, No. 2478".

Bylaw 2471 - A bylaw to amend the 2021-2024 Permissive Tax Exemption White Rock Business Improvement Association Bylaw to grant a four (4) year municipal property tax exemption in respect of the leased property with improvements. This amendment addresses a typo in the original bylaw stating this would be granted for three (3) years. Bylaw 2471 received three (3) readings on September 11, 2023 and in accordance with the Community Charter the bylaw was advertised in the Peace Arch News on September 14 and 21st. Bylaw 2471 is on the agenda for final reading at this time.

  • RECOMMENDATION

    THAT Council gives final reading to "2021 - 2024 Permissive Tax Exemption White Rock Business Improvement Association Bylaw 2020, No. 2356, Amendment No. 1, 2023 No. 2471".

Bylaw 2469 - A bylaw to provide an exemption from municipal property taxes under section 224 of the Community Charter. Bylaw 2469 received three (3) readings on September 11, 2023 and in accordance with the Community Charter the bylaw was advertised in the Peace Arch News on September 14 and 21st. Bylaw 2469 is on the agenda for final reading at this time.

  • RECOMMENDATION

    THAT Council give final reading to the "2024-2025 Permissive Tax Exemptions Centre for Active Living Bylaw 2023, No. 2469".

Bylaw 2468 - A bylaw to provide an exemption from municipal property taxes under section 224 of the Community Charter. Bylaw 2468 received three (3) readings on September 11, 2023 and in accordance with the Community Charter the bylaw was advertised in the Peace Arch News on September 14 and 21st. Bylaw 2468 is on the agenda for final reading at this time.

  • RECOMMENDATION

    THAT Council give final reading to the "2024-2031 Permissive Tax Exemption White Rock Lawn Bowling Club Bylaw 2023, No. 2468".

  • RECOMMENDATION

    THAT Council receive correspondence Item 10.1 a as circulated. 

Correspondence dated September 6, 2023 from the Director of KidSport BC requesting support for a province-wide initiative called KidSport BC Powered by Sport BC Week from October 1 - 7, 2023.
