  • RECOMMENDATION

    THAT the Corporation of the City of White Rock Council adopt the agenda for its regular meeting scheduled for February 24, 2025 as circulated.

  • RECOMMENDATION

    THAT the Corporation of the City of White Rock Council adopt the agenda for its regular meeting scheduled for February 10, 2025 as circulated.  

Question and Answer Period will be taking place in person at the meeting.

Corporate report dated February 24, 2025 from the Manager of Engineering titled "2025 Active Transportation Fund Grant Program".

  • RECOMMENDATION

    THAT Council receive the corporate report dated February 24, 2025, from the Manager of Engineering, titled “2025 Active Transportation Fund Grant Program;” and

    1. That the submission of the Centennial Park Bikeway and Multi-Use Path project as part of the 2025 Active Transportation Fund be endorsed for submission; and
    2. If the grant is successful, authorize the Director of Engineering and Municipal Operations to execute the funding agreement for the project.

Corporate report dated February 24, 2025 from the Director of Recreation and Culture titled "Night Market Beer Garden Proposal".

  • RECOMMENDATION

    THAT Council provide direction to staff to respond to the proposal from the Greater Vancouver Food Truck Festival to offer a beer garden at the Night Market events to be held in 2025.

Corporate report dated February 24, 2025 from the Director of Financial Services titled "Draft 2 of the 2025-2029 Financial Plan".

  • RECOMMENDATION

    THAT Council receive the February 24, 2025, corporate report from the Director of Financial Services, titled “Draft 2 of the 2025–2029 Financial Plan” for Council’s review, consideration, and discussion; and

    1. Direct Staff to prepare the 2025 Financial Plan bylaw for the 2025–2029 Financial Plan for Council’s consideration at its next regular council meeting scheduled for March 10, 2025, for first, second, and third reading.

  • RECOMMENDATION

    THAT Council:

    1. Receive the February 24, 2025 report from the Director of Planning and Development Services, titled “Completion of Development Prerequisites for Final Adoption of Zoning Amendment Application for 15733 Thrift Avenue (ZON 20-022) – In-Stream Development Application Impacted by SSMUH Legislation.”
    2. Rescind first three readings "White Rock Zoning Bylaw 2012, No. 2000, Amendment (RS-4 – 15733 Thrift Avenue) Bylaw, 2021, No. 2410."
    3. Give first, second and third readings to “White Rock Zoning Bylaw, 2024, No. 2506, Amendment No. 6, (15733 Thrift Avenue [RS-2 SSMUH]) 2025, No. 2535.”
    4. Following third reading, at the next regular Council meeting, consider final adoption of “White Rock Zoning Bylaw, 2024, No. 2506, Amendment No. 6, (15733 Thrift Avenue [RS-2 SSMUH]) 2025, No. 2535.”
  • RECOMMENDATION

    THAT Council receive for information the following  committee meeting minutes as circulated:

    • Internal Community Hub Steering Committee - February 6, 2025.

Bylaw 2410 - A bylaw to amend the White Rock Zoning Bylaw, 2012, No. 2000. The Zoning amendment would allow for the subdivision of the subject property from one to two lots. Each of the lots would be developed with a single-family dwelling. Bylaw 2410 received first and second reading on November 22, 2021, and a Public Hearing was held on December 6, 2021. The bylaw received third reading on December 13, 2021.


Bylaw 2410 is on the agenda to rescind, as it received three (3) readings under the previous Zoning Bylaw. Bylaw 2453 will be considered in its place, under item 9.1.b

  • RECOMMENDATION

    THAT Council rescind first, second and third reading of "White Rock Zoning Bylaw, 2012, No. 2000, Amendment (RS-4 - 15733 Thrift Avenue) Bylaw, 2021, No. 2410".

Bylaw 2535 - A bylaw to amend the Zoning Bylaw to rezone 15733 Thrift Avenue from the RS-1 SSMUH Residential Zone to the RS-2 SSMUH Residential Zone. The rezoning, if approved, will enable the creation of two (2) residential lots by way of subdivision.


A Public Hearing is prohibited on this zoning amendment bylaw in accordance with Section 464 (3) of the Local Government Act. Bylaw 2535 is coming forward due to the City’s new zoning bylaw (Bylaw 2506) being adopted on June 27, 2024 to facilitate small-scale multi-unit housing (SSMUH) which meets new provincial legislation requirements.


Prior to this, Council had supported the rezoning bylaw for 15733 Thrift Avenue under the previous Zoning Bylaw (it received three (3) readings). The original intent of the rezoning application to enable a subdivision from one (1) to two (2) residential lots remains unchanged.

Note: In accordance with legislation, Notice of Consideration of Bylaw 2353 was published in the February 13 and 20 editions of the Peace Arch News and 96 notices were mailed to inform owners and occupants within 100 meters of the subject property.

  • RECOMMENDATION

    THAT Council gives first, second and third reading to “White Rock Zoning Bylaw, 2024, No. 2506, Amendment (15733 Thrift Avenue [RS-2 SSMUH]), 2025, No. 2535".
