CALL MEETING TO ORDER

FIRST NATIONS LAND ACKNOWLEDGEMENT

We would like to recognize that we are gathered on the traditional unceded territory of the Semiahmoo First Nation, within the broader territory of the Coast Salish Peoples.

ADOPTION OF AGENDA

• RECOMMENDATION

  THAT the Corporation of the City of White Rock Council adopt the agenda for its regular meeting scheduled for
  June 24, 2024 as circulated.

ADOPTION OF MINUTES

• RECOMMENDATION

  THAT the Corporation of the City of White Rock Council adopt the June 10, 2024 regular Council meeting minutes as circulated.

MEETING POSTPONED (ADJOURNED)

The Regular Meeting will now be postponed/ adjourned in order to consider the proposed application:

• Temporary Use Permit (TUP) 23-015 Civic Address: 1554 Foster Street

The regular meeting will reconvene following the adjournments or conclusions of the Public Hearing/ Public Meeting.

• RECOMMENDATION

  THAT Council:

  1. Postpone the June 24, 2024 regular Council meeting at this time until the adjournment or conclusion of the Public Meeting for the following application:
     
     • Temporary Use Permit 23-015 - 1554 Foster Street 
       
       
  2. Directly following the Public Meeting the Regular Council will be reconvened in the City's Council Chambers.

Question and Answer Period will be taking place both in person at the meeting, as well as electronically through email.

As of 8:30 a.m., June 19, 2024, there were no Question and Answer period submissions received.

Note: there are to be no questions or comments on a matter that will be the subject of a public hearing (time between the public hearing and final consideration of the bylaw).

  THAT Council receive for information the correspondence submitted for Question and Answer Period by noon (12:00 p.m.) June 24, 2024 including “On-Table” information provided with staff responses that are available at the time.

Corporate report dated June 24, 2024, from the Director of Corporate Administration titled "City of White Rock 2023 Annual Report".

Those wishing to submit questions/comments are encouraged to do so by:

• attending the meeting in person; or

Notice regarding the 2023 Annual Report was published in the June 6, 13 and 20 editions of the Peace Arch News.

As of 8:30 a.m. on Wednesday, June 19, 2023 there were no submissions received. Further submissions received up to the deadline will be presented to Council "On-Table" at the Council meeting.

  THAT Council

  1. Receive the written and verbal submissions regarding the 2023 Annual Report; and 
  2. Endorse the City of White Rock’s 2023 Annual Report as circulated.

2023 STATEMENT OF FINANCIAL INFORMATION (SOFI)

Corporate report dated June 24, 2024 from the Director of Financial Services titled "2023 Statement of Financial Information (SOFI)".

• RECOMMENDATION

  THAT Council:

  1. Receive for information the June 24, 2024, corporate report from the Director, Financial Services, titled “2023 Statement of Financial Information (SOFI);”
  2. Approve the 2023 Statement of Financial Information attached as Appendix A; and
  3. Authorize the Mayor to sign the document as approved on behalf of City Council.

GENERATIONS PLAYGROUND SPLASH PAD - EARLY CONCEPT REVIEW AND RECOMMENDATIONS

Corporate report dated June 24, 2024 from the Manager, Parks, titled "Generations Playground Splash Pad - Early Concept Review and Recommendations".

• RECOMMENDATION

  THAT Council:

  1. Review the pros and cons of the three (3) concept design options; and
  2. Direct staff to proceed with Concept Design #1 as per the reasons outlined within the Corporate Report.

• RECOMMENDATION

  THAT Council direct staff to award the contract to Amy Bao, as the selected artist for the Public Art in the Johnston Road Crosswalk.

• RECOMMENDATION

  THAT Council approve a Class C event, with the working title of "Uptown Festive Shopping Crawl," be planned for Saturday, November 16, 2024.

BYLAW 2504: WHITE ROCK FINANCIAL PLAN (2024-2028) BYLAW, 2024, NO. 2496, AMENDMENT NO. 1, 2024, NO. 2504

Bylaw 2504 - A bylaw to amend the 2024 to 2028 Financial Plan regarding:

• carry forwards of budgeted but unspent items from 2023, which are being carried over into the 2024 financial year;
• updated budget amounts related to Council’s updated Exempt Compensation Policy; and,
• updates to reserve fund balance based on the 2023 General Fund Surplus allocations approved by Council at their April 15, 2024 Regular Council meeting.

Bylaw 2504 received three (3) readings on June 10, 2024 and is on the agenda for final reading.

Note: Advertising for public written comments in relation to Bylaw 2504 was placed in the Peace Arch News June 13 and June 20, 2024.

At the time of agenda publication (June 19) there were no submissions received. Submissions received before the deadline (12:00 p.m. [noon] on Monday, June 24, 2024) will be provided On Table.

• RECOMMENDATION

  THAT Council give final reading to "White Rock Financial Plan (2024-2028) Bylaw, 2024, No. 2496, Amendment No. 1, 2024, No. 2504".

BYLAW 2506 - WHITE ROCK ZONING BYLAW, 2024 NO. 2506

Bylaw 2506 - A bylaw to adopt the "City of White Rock Zoning Bylaw, 2024, No. 2506". Bylaw 2506 was the subject of a Corporate Report at the May 27, 2024 Regular Council meeting and is coming forward to address Bill 44 - Small Scale, Multi-Unit Housing (SSMUH) regulations from the Province. In accordance with Bill 44 a public hearing for this matter is prohibited. Bylaw 2506 received first and second reading on June 10, 2024 and is on the agenda for consideration of third and final reading at this time. 

Note: After first and second reading, a typo was noted in Section 3.0 Interpretation and Definition Subsection 3.3.1. The definition states," and excludes SSMUH residential" but should state "and includes SSMUH residential ". An updated version of the Bylaw with the tracked change noted in yellow has been included for Council consideration.

• RECOMMENDATION #1

  THAT Council give third reading as amended to "White Rock Zoning Bylaw, 2024, No. 2506".

• RECOMMENDATION #2

  THAT Council give final reading to "White Rock Zoning Bylaw, 2024, No. 2506".

TEMPORARY USE PERMIT 23-015 (1554 FOSTER STREET)

Temporary Use Permit to enable the establishment of a non-medical cannabis retail store in a vacant commercial space at 1554 Foster Street, located within 15100 North Bluff Road (Central Plaza).

Note: This item was the subject of a public hearing/ public meeting held earlier in the meeting and is on the agenda for Council's consideration.

• RECOMMENDATION

  THAT Council issue Temporary Use Permit 23-015 (1554 Foster Street).
