  • RECOMMENDATION

    THAT the Corporation of the City of White Rock Council adopt the agenda for its regular meeting scheduled for November 25, 2024 as circulated.

  • RECOMMENDATION

    THAT the Corporation of the City of White Rock adopt the meeting minutes of November 4, 2024 as presented.

Question and Answer Period will be taking place at the meeting.

The Director of Recreation and Culture to provide a verbal progress report regarding the Warming Centre at Centennial Park area and the Warming Centre Park Ambassadors.

  • RECOMMENDATION

    THAT Council:

    1. Approve the following new events for 2025:
      1. White Rock Circular Fashion Market – Date TBD
      2. Summer Solstice Market – June 21
      3. All My Relations – June 22 (subject to endorsement from Semiahmoo First Nation)
      4. Celebrate the Roots of Yoga – June 21
    2. Approve the 2025 dates for City A Category Events.
    3. Approve the updated Special Events Policy 710 as circulated.

Corporate report from the Director of Planning and Development Services dated November 25, 2024 titled "Housing Accelerator Fund Application - Second Intake".

  • RECOMMENDATION

    THAT Council;

    1. Receive for information the report to Council titled “Housing Accelerator Fund Application – Second Intake” from the Director of Planning & Development Services, dated November 25, 2024; and
    2. Endorse the actions and correlating initiatives outlined in this corporate report as described.

  • RECOMMENDATION

    THAT Council:

    1. Receive the November 25, 2024, corporate report from the Director of Planning & Development Services, titled “Waterfront Security Patrols Debrief Report;” and
    2. Direct staff to budget for summer security patrols at the waterfront starting with the 2025 budget.

  • RECOMMENDATION

    THAT Council receive for information the following  committee meeting minutes as circulated:

    • Accessibility Advisory Committee - October 29, 2024; and
    • Internal Community Hub Steering Committee - November 7, 2024.
  • RECOMMENDATION #1

    THAT Council direct staff to bring forward a report outlining options for beach wheelchair storage locations, potential types of storage facilities, cost required, as well as outlining options for how this could work from a procedural perspective. 

  • RECOMMENDATION #2

    THAT Council approve that making the Finlay Street beach access ramp accessible is a high priority. 

  • RECOMMENDATION

    THAT Council direct staff to complete a traffic calming study for this location (areas around Columbia Avenue and Finlay Street).

Note: If Council endorses the below recommendation, representatives from Urban Systems will plan to attend the December 9, 2024 Regular Council meeting to present their report and findings.

  • RECOMMENDATION

    THAT the Internal Community Hub Steering Committee refers the Urban Systems report presented at the October 10, 2024 meeting to Council for consideration, and invites Urban Systems to an upcoming Council meeting to present their findings.

Bylaw 2514 - A bylaw to impose fees and charges for various services offered by the City that are not included in any other City Bylaw.

  • RECOMMENDATION

    THAT Council give first, second and third reading to "2025 Fees and Charges Bylaw, 2024, No. 2514".

Bylaw 2525 - A bylaw to amend the Water Services Bylaw, 2015, No. 2117


Note: Bylaw 2525 was the subject of a corporate report under item 6.2.f

  • RECOMMENDATION

    THAT Council give first, second and third reading to "Water Services Bylaw, 2015, No. 2117, Amendment No. 14, 2024, No. 2525".

Bylaw No. 2523 - A bylaw to discharge one (1) Section 219 Covenant (Land Title Office Document No. CB490802) and Priority Charge (Land Title Office Document No. CB490803) from the legal titles of Lot 1 and Lot 2 (subject properties) currently addressed as 14401 Sunset Drive for both. 


Bylaw 2523 received three (3) readings on November 4, 2024 and is on the agenda for consideration of final reading.

  • RECOMMENDATION

    THAT Council gives final reading to "No Secondary Suites Restrictive Covenant Discharge Bylaw (14401 Sunset Drive), 2024, No. 2523".

Bylaw No. 2524 - A bylaw to amend the Latecomer Interest Rate Bylaw with regard to the calculation of interest. 


Bylaw 2524 received three (3) readings on November 4, 2024 and is on the agenda for consideration of final reading.

  • RECOMMENDATION

    THAT Council give final reading to "Latecomer Interest Rate Bylaw, 2015, No. 2088, Amendment No. 6, 2024, No. 2524".

Correspondence dated November 25, 2024 from Metro Vancouver Chair Mike Hurley regarding a Metro 2050 Type 3 Amendment - Regional Affordable Rental Housing Target Implementation Guideline.

  • RECOMMENDATION

    THAT Council supports the proposed Type 3 Amendment - Regional Affordable Rental Housing Target Implementation Guideline.

Councillor Chesney provided the following motion for consideration at this time:  


THAT Council directs staff to notify all residents / property owners that have encroached on city road end property, that they are given notice whereby they have one (1) calendar year to remove said encroachments; and further

In the event the owners are unwilling or unable to remove encroachments the city will complete the work and invoice the residents for this work to be completed.
