Stormwater Quality: how it affects Semiahmoo Bay, aquifer protection, Columbia Street diversion. Chloramine in Water: runoff to Semiahmoo Bay and its effects on sea life, drinking water levels and impacts on residents’ health. Review Sewage Rates: rates should be based on water usage amounts.
