  • RECOMMENDATION

    THAT the Public Art and Culture Advisory Committee adopts the agenda for March 13, 2024 as circulated.

  • RECOMMENDATION

    THAT the Public Art and Culture Advisory Committee adopts the minutes of the February 15, 2024 meeting as circulated.

Chairperson or staff to provide an update regarding the status of action items and recommendations from previous meetings, including the following recommendations from the Committee that were endorsed by Council at their February 26, 2024 Regular meeting: 


Motion Number 2024-061:


THAT Council approve the concept design for the Johnston Road and Thrift Avenue Public Art recommended by the Public Art and Culture Advisory Committee as outlined in this corporate report.


 


Motion Number 2024-062:


THAT Council endorse the following recommendations of the Public Art and Culture Advisory Committee:

  1. Decline the request for funding support as outlined in the White Rock Events Society’s White Rock P’Quals Promenade Sculptures Competition proposal as presented to the Public Art and Culture Committee on January 11, 2024;
  2. Endorse Option 4: Explore Other Operating Models, as presented in the White Rock P'Quals Promenade Sculptures Competition on-table document; and,
  3. Authorize staff to negotiate with the White Rock Events Society and/or the artists to retain as many of the sculptures still at the waterfront as possible, for an additional year, to be funded from the Public Art Fund, up to a maximum of $8,000.

Motion Number 2024-065:


THAT Council:

  1. Endorse the proposed Street Banner Program, as presented by the Manager of Cultural Development and amended to incorporate feedback from the Committee;
  2. Authorize the release of funds from the Public Art and Placemaking budget, up to an amount of $10,000; and,
  3. Direct staff to proceed with banner design Option Three (3), as presented in the proposed Street Banner Program presentation.

Motion Number 2024-066:


THAT Council:

  1. Approve the following priority spaces for inclusion of placemaking/public art installations within the Johnston Road Phase 2 Project: crosswalks, cement benches/sidewalk pavement, and lamp posts, subject to input from the Engineering department; and,
  2. Approve Ocean/Sea as the placemaking/public art installation theme for the project; and,
  3. Authorize the release of funds from the Public Art & Placemaking budget up to an amount of $30,000.

Note: Corporate Administration provides the action-tracking document to the Committee for information. This spreadsheet will be updated on a regular basis and included in each meeting's agenda package.

The Manager of Communications and Government Relations to attend to present information about the City's Brand. Committee to further discuss how the title of "Home of International Artist Day" can be used.

Committee to discuss potential ideas for highlighting and celebrating the 2024 Christmas/festive season in the City's business district.

Committee to further discuss and provide feedback regarding the draft Three (3) to Five (5) Year Art Plan that was presented by staff at the last meeting.

Committee to discuss potential City-owned walls to be established as priority locations for future mural installations.

Members to provide an update on their findings.

Chairperson and/or staff to provide an update on the status of the White Rock gateway sign improvements plan.

Staff to provide an update regarding relevant developments and/or events happening in the Recreation and Culture department.

The following meeting schedule was previously approved by the Committee and is provided for information purposes:

  • April 10, 2024;
  • May 8, 2024;
  • June 12, 2024;
  • July 10, 2024;
  • September 11, 2024;
  • October 9, 2024; and,
  • November 13, 2024.

All meetings are scheduled to take place in Council Chambers at White Rock City Hall from 4:00 p.m. to 6:00 p.m.
