CALL MEETING TO ORDER

1.1

FIRST NATIONS LAND ACKNOWLEDGEMENT

We would like to recognize that we are standing/working/meeting on the
traditional unceded territory of the Semiahmoo First Nation, and also wish to
acknowledge the broader territory of the Coast Salish Peoples.

ADOPTION OF AGENDA

• RECOMMENDATION

  THAT the Corporation of the City of White Rock Council adopt the agenda for its special meeting scheduled for August 14, 2023 as circulated.

2023 SANITARY AND STORM REHABILITATION CONTRACT AWARDS

Corporate report dated August 14, 2023 from the Director of Engineering and Municipal Operations titled "2023 Sanitary and Storm Rehabilitation Contract Awards".

• RECOMMENDATION

  THAT Council:

  1. Receive for information the corporate report dated August 14, 2023, from the Director of Engineering and Municipal Operations, titled “2023 Sanitary and Storm Sewer Rehabilitation Contract Awards;”
  2. Approve the award of a contract for the open cut storm and sanitary sewer rehabilitation to Sandpiper Contracting LLP for $636,262.20; and,
  3. Approve the award of a contract for the trenchless storm and sanitary sewer rehabilitation to PW Trenchless Construction Inc. for $1,746,843.18.

HUMP MAINTENANCE UPDATE

Corporate report dated August 14, 2023 from the Director of Engineering and Municipal Operations titled "Hump Maintenance Update".

• RECOMMENDATION

  THAT Council receive the corporate report dated August 14, 2023, from the Director of Engineering and Municipal Operations, titled “Hump Maintenance Update” for consideration; and

  1. Approve reallocation of $35K from the $75K previously allocated for a detailed report on Hump replanting plans to the project to remediate areas A, B and C as described in this report or
  2. Limit further vegetative maintenance works to trimming the blackberries and undergrowth immediately adjacent to the Marine Drive sidewalk.

HOUSING ACCELERATOR FUND APPLICATION - PROPOSED ACTIONS

Corporate report dated August 14, 2023 from the Director of Planning and Development Services titled "Housing Accelerator Fund Application – Proposed Actions".

• RECOMMENDATION

  THAT Council receive the corporate report dated August 14, 2023, from the Director of Planning & Development Services, titled “Housing Accelerator Fund Application – Proposed Action” for consideration; and

  1. Direct staff to continue to work with the consultant to complete the submission of an application on behalf of the City of White Rock to the federal government Housing Accelerator Fund and;
  2. Endorse the seven (7) actions and correlating initiatives outlined in this corporate report as described.
